I am developing application using .net 2005 in that i want to provide utility to user to design a cr. How can i write code for open cr in design mode.

Unfortunately, creating an ad-hoc Crystal Reports designer is against the software license. You are effectively writing a tool to compete with Crystal Reports and they don't allow that. Sorry.
