I have 2 unrelated reports.  I added the 2nd report into the Report Footer of the 1st report. 
 
The 1st report is a summary of data and only takes up about 1/4 of the page.  I want the 2nd report to begin on page 1 after the 1st report and this happens as long as there isn't much data on the 2nd report.  If the 2nd report contains alot of data it skips to page 2 to begin and my 1st page is mostly blank.
 
Is there a way to make my 2nd report begin on page 1 after the 1st report regardless of how much data it contains?

Can you add another detail section instead of using the report footer? If so you can control paging that way to meet your needs.
