Can I call a report from a bat file?

No.  You will either have to write an application to run the report or purchase third party software that will run it.  See http://www.kenhamady.com/bookmarks.html - http://www.kenhamady.com/bookmarks.html  for a good list of a lot of the third-party tools that are available for Crystal.
