I suppose it would be possible, but not from Crystal Reports itself. You would have to create a web based report designer application. This would likely require creating the app in .Net or Java. Then there is the licensing issue. Not to mention the user issues. It sounds like a whole lot of programming to me. However, there may be something I have missed and others may have alternative suggestions.
