I want to create a file dsn or system dsn for oracle database, which is encrypted and the details(userid/password) can not be readable to anyone including the admin user, to use in the crystal report.

I belive this type of functionality would have to be coded outside of Crystal. For example, you would need to use .Net to set the encryption process and then pass it through Oracle. .Net offers a number of ways to approach encryption and the degree of security implemented. I will assume other programming tools such as Java, Ruby, Python and so on offer similar processes.
