to the best of my knowledge you can't...not from in CR.
 
That is not to say that .Net couldn't find the object the alter its size, but from inside of CR there aren't methods that allow the user to dynamically change a picture object.

You can't use an external .dll to do that sort of thing - User Function Libraries (UFL's) can be used to manipulate data, but not objects in the report.
