You have a company that has two offices, Johannesburg and Durban. How can you design a single BO report that ensures the Durban users only look at Durban data, and Johannesburg users only to look at Johannesburg data?

With a Crystal Business View you can use row level security. This requires the use of an enterprise product. I am not sure if Crystal business views will be supported long term.
Simple solution may be to make two reports, or three with the last for HQ
