What does Business Objects Enterprise XI R2 license include?
Does it include Crystal reports XIR2 developer edition or it has to be purchased separately?
How many users can we have if we purchase the enterprise version?
They have Concurrent User License (CAL's) of 5.
What can Crystal reports do that business objects can not?

Crystal can't do anything that BusinessObjects Enterprise (BOE) cannot.  However, BO can do things that Crystal Reports can't, but Crystal Server can.  The major difference is the number of users who can access BOE is either based on the number of named user licenses purchased or unlimited if you purchase the license by CPU (which is very expensive).  There is no "Concurrent User" license available outside of the CPU license - you have to purchase a license for each user.  If you're only going to be using Crystal Reports in BOE, you can purchase "Professional" licenses to get access to Crystal only instead of "Premium" licenses that provide access to Crystal, Web Intelligence, and Desktop Intelligence. 
 
Business Objects does have special versions and pricing available for BOE for small to mid-sized companies so that it's not as expensive as the full product suite.  You'll need to contact them or one of their partners to get pricing.
 
If you only need to display reports on the web (as opposed to schedule reports to run at specific times and then provide the "instances" to your users) you can write an application using one of the Crystal SDK's (Java, Com, or .NET) and bypass the whole Crystal Server vs. BOE question entirely.  You could also write an application to schedule and run reports and save the instances to be viewed later, but that can be very complex.

Thank you Dell for the information.
My client wants to be able to view reports ( also can drill down and use paramaters). I need crystal reports to design reports. But I also need to design Dashboards. what would be the appropriate license for such a use?
I contacted Business Objects but I do not know when they will call me back.
I also need the ability to publish and schedule reports on a crystal reports/Business Objects enterprise server.
 
Please advise

Have you looked into CrystalReports.com?  You can schedule published reports to web for viewing by client.  Client can drilldown, do simple queries, etc.

To coordinate with the dashboards, scheduling, etc, you'll need BusinessObjects Enterprise.  You can get either the Professional license for Crystal with an Add-On license for Dashboard Manager or you can get the Premium license to get the functionality you need.

Dell,
If I understood it correctly, what you are suggesting is getting a licence for both Crystal Reports and Business Objects Enterprise.  Does BO Enterprise XI come with Crystal Licence or we have to buy Crystal reports XI seperately?

In order to design Crystal reports, you have to have a separate license for Crystal itself.  To view Crystal reports inside the BusinessObjects Enterprise framework, you just need the BusinessObjects license.
