You can use the insert picture to try and mimic this. The trick is going to be how to deal with the side borders. You will have to design the report in a manner that handles all data fields needed are in a single row. You cannot have a field (even a picture) that crosses over rows or sections.
Possible options of the top of my head.
Create a large section inserting the border art and then putting a sub report inside of that.
Designing the report so all needed fields can be handled in a single section (Group header or detail row) and creating the the pics around it the same as above.
Use a small pic repeatedly next to each other as the top and bottom "border". place it repeatdly on a set number of rows above and below each other on the left and right side to mimic the side borders.
