Does anyone know how to change the scale on the rulers? I have one report I'm editing that shows the ruler in inches and another that shows the ruler in centimeters.

This is a bug in CR 2003. I don't remember the exact steps to correct it, but it has to do with when you created the report and the international settings on your computer. Try flipping the Windows settings around and the opening and resaving your report. Some strange combination of steps like that will reset it (it's been two years since I had to figure this out).
