We're running Visual Studio .NET 2003 and using the bundled Crystal Report.

The application is installed on a server.The application works fine on PCs with Visual Studio installed. Other PC's can run the application except when the embedded Crystal Reports are accessed. The Error we get is:

How did you install the software?  Did you set the Key Code on the Crystal merge module before compiling the install?

I wouldn't think this is a KeyCode error b/c that error is usually more explicit. I'm thinking that when you installed VS.NET that behind the scenes the program set certain permissions on the folders that the user can't get access to. Did you install the program under Admin and now the actual user sitting at the computer has lower access rights? Check the credentials of all folders that have CR DLLs installed and make sure the current user has rights to them. You also need write access for the temp files that CR always creates prior to viewing a report.
