A simple issue I am sure.... If you have a template with multiple headers and footers depending on whocalls the report and it is stored on a shared location, do you get a conflict if more than one user tries to call it at the same time?

I am not sure what you are asking, but my thoughts would be no.  Because the application that calls it is going to create a new instance of the template/report

I think you can go into the extreme on this one and work with a user parameter field
then every formule or everything you want to "custom" display in a CASE formula
 
CASE user1: ....
CASE user2: ....
 
would be a HELL of a lot of work the first time but if you can make a global template that u can use in all your reports it should work i guess
