Crystal Reports Missing delimiter from crystal report csv export

   Hi,
We recently upgraded the CMS server to 2003 (everything else is the same). However one of our CSV report export is having issue: DateTime field and the blank fields are missing the Delimiter.  
The format of the export is set to 
Separator: , 
Delimiter: "
Same number formats as in report: ticked
Same date formats as in report: ticked

we are using crystal report enterprise 10.

I have changed the Delimiter to be something else and the change was reflected (but DateTime field and blank fields are still missing the delimiter). since the actual .RPT file hasnt been changed I assume the problem is in the windows registry. unfortnately I can't find any useful documents up to now.

Any advice is welcomed.
