My report has a time parameter of type static. The UI for the parameter prompts me to enter the date in format YYYY-MM-DD . Is it possible to customise the format?

You're supposed to be able to do that using the locality settings in Windows Control Panel. But right now its not working and they are supposed to fix it in the next service pack. Instead, use a string parameter and set the edit mask to be your format. Then in the filter convert the string to a date using the Date() function.
