Once I have created a report, is it possible to creat a short cut or some sort to allow others to generate the report and export it without them doing anything else?

It depends on your precise setup.

If you have a Reports Server, it can produce reports either on demand, or on a set schedule.  That may require more software than you've purchased, and may require you setting up a web server.

You can create a .Net application, which will run a Crystal report on demand.  You can also do a lot of neat things to manipulate the report at runtime.  You might get some mileage out of this bookWink

So, the simple answer is no.  But, there are options.

In that case, is it possible write a macro or some sort where when the file is executed, the report refreshes, export, then close automatically?
 
I am thinking in VBA but not sure if it is possible in Crystal Report.

Are you talking a macro in, say, Access?  Yes, I believe it should be possible.  I'd have to do some research to see exactly how to do it, though.

But as long as the user can run a shortcut and get a report, I am happy.

As an alternate solution to programming, you might try a Crystal Reports viewer.  There are a number of them out there.  Check out Ken Hamady's list.  These tend to be more web-based.  But, of course, you can always create a shortcut to a web page.
