I need Crystal Reports Server help but did not see a specific area on the site for Crystal Reports Server questions.

I need to schedule a report to run only during specific hours of the day and at a set interval, like every two hours from 8am to 6pm.

I have looked through the user guide and it mentions using an event, but I do not see how to make the event do what I need it to do.  The event is supposed to limit whatever report I use it with to the hours I specify in the event, I believe.

Does anyone here have any idea on how to accomplish this, or have somewhere I may look as a resource?

I heard that there is a File based event, it is something like, you create a text file in your server, and create a file based event. It always check for change or update in the file. When it finds any change, the event get fired.
Look for File based event in BO Admin Guide.
Note : this even procedure is same for CR / BO server.

I'm afraid that an event won't really help you solve this problem.  The only way to do this, unfortunately, is to create a recurring schedule for each time a report report will run.  For example, if you need the report to run at 8 am, 10 am, 12 noon, etc. Monday through Friday you'll schedule like this:
 
Weekly: Mon, Tue, Wed, Thur, Fri
Time: 8 am
 
You'll have another schedule for 10 am, one for 12 noon, etc.

Is there a way to duplicate the first schedule for 8am multiple times and just change the time of the copied ones?  That way I dont have to create brand new schedules for each instance.

Yes, you can.  If you're in InfoView, Right-click on the scheduled instance and click on Reschedule.  If you're in the CMC, select the instance, click on the Actions menu (it might be Manage, but I'm pretty sure it's Actions) and select Reschedule.
 
Change the time and be sure to turn off the option to overwrite the existing schedule.
