Create a manual running total set of formulas then in the detail section select new page after when the counter = 15. Reset the manual running total to 0 in the page header and start another count in the next page.
The manual running total method has been described elsewhere in the forum a number of times as well as being described in the CR help file. So I wont repeat it here.
