I just found out that going forward they've updated the Ink_Status field so that instead of being blank or containing Anaheim, it now has either Anaheim or Hamilton, so I can now have each report look for = "Anaheim" or = "Hamilton" and don't have to worry about the field not containing Anaheim. This works.
The underlying database for this is called 4D and it has some other issues with Crystal Reports. For example, if there's a field that has a check box, which is represented in the actual database table as either True or False, or 1 or 0, I can show what's in that field in a report and format it however I'd like, but if I want to only display one or the other, the report shows an error saying the database returned no data. Very frustrating.
