Can we create a parameter field in crystal that can pull all the records in the database. I have a requirement where user can submit a value in the prompt or pull all records from the database.

Yes, you have to add a generic item to the list of values and then use that in the record selection formula. For example, you could add the value 'All' to the list of values, and then the record selection formula would be:
{?prompt}="ALL" OR {table.field} = {?prompt}
