It looks like Crystal doesn't normally display borders when the value of the field is null.  Is there anyway to get around this and have the borders display at all times?

format text/Border...I am fairly certain that setting all of the borders on would work.  If not, I would click in the x-2 box and enter something like:
 
if isNull({table.field}) then crSingleLine
