I client has asked if we can create a conditional prompt on his report. Example: If the customer selects a Call Type, then the report returns all matching records regardless of date. If NO Call Type is selected, then the user is prompted for a date range and ALL CallTypes are returned within the specified data range.
 
So - If the first prompt exists then no second prompt. If the first prompt is left blank then present second prompt.
 
Is this possible? If not, has anyone figured out a work around?

CR's parameters are not that sophisticated, so you would need to ask for both, but respond to them as the client desires.  You could even allow the user to select the NULL value for the second parameter.
