1. Make sure that you use the installer to update the files. Just copying them will not register them correctly.
2. What processor are you targeting your application for? I believe you need to specifically target it for x86. DO NOT set it to "Any CPU" - you have to specifically target either x86 (32-bit) or x64 (64-bit) and then install either the 32-bit or 64-bit version of the SDK. 32 vs. 64 is based on your application NOT on the architecture of the machine where it's being installed.
