Placing charts on report header

I just started using CR to display information from a Learning Management System.  My latest report groups learner course completions by region.  Each region’s group header has a nice chart that breaks down the activity for that region.  I would like to have these four charts appear on the page header, instead of the top page of each group.  How can I maintain the group reference yet arrange the information differently?  

Any help/explanation is appreciated.
